I spent months in china in the 80's doing oil search. They finally worked out how much cash Hong Kong was making and built a fence 120 kms out from it and called it the economic zone.
A huge town built up on the mainland inside the fence copying HK rules.
To me it's all really creepy. I don't trust any of them.
