Yes and no.
A few years ago I was working in the northern UK for 4 months and we had a holiday in Skye for 3 weeks, and did glimpse the Northern Lights on a few evenings.
While the further north the better, the downsides with both Iceland and Norway are the cost - which can be quite extreme, the solar activity and the weather.
While you can be lucky, on a short trip there is a high likelihood of complete failure if the latter don't align.
