I remember having a chat with Bird about that seeing phenomena you've described. I've also read similar things on the www
For an hour or so just after sunset atmospheric conditions are often at their most stable.
The seeing can then get worse as the Earth begins to give up its heat to the atmosphere.
It's similar at the other end of the scale. Just before sunrise/dawn... when the bulk of that heat exchange has taken place
