IMHO light should be treated as pollution and dealt with as such under the Environmental Protection Act. That's the only legislation that appears to have any teeth in the sense of being immediately enforceable - by the police if necessary.
Until then councils, developers, hotels and resorts will continue their blatant disregard of standards, the building code and "codes of practice", and continue the destruction of the night-time sky.
Sadly the advent of LED lighting and its increased electrical efficiency with lower operating costs have resulted in substantial and unnecessary increases in light levels across the spectrum, and this needs to be stopped.
