The benefits of working with good, underlying data.
Topaz Adjust seems to adjust the image tonality so that the darks, mid-tones and lights are all mapped to brightness values which the computer screen can display (a bit like HDR). I assume that some non-linear stretching goes on in the background.
Topaz Detail (Micro Contrast Enhancement) seems to find data transitions or edges where there is sufficient contrast and then enhances that contrast so the (raw) subtle changes in tonality are enhanced to better be seen on the computer display.
If the image is too noisy, then these plug ins will also "enhance" the noise so they generally require well exposed data to work with.
