I suspect all we are currently seeing is a bit of smoke and mirrors put out by a professional liar to cover up what he is doing for a bit longer, and the other side is going along in hope.
ie Neville Chamberlain also opened a dialogue once and came back with a signed bit of paper saying "all will be well" to prove it.
That ended well.
