A lot of mystery still surrounds the Lee Harvey Oswald one-week
visit to Mexico City two months prior to the shooting.

Oswald was there to obtain a visa to the Soviet Union and he wanted to
transit via Cuba, so he was seeking a Cuban visa as well.

Though the CIA was keeping close tabs on all the comings and goings
from both the Soviet and Cuban embassies in Mexico city, were tapping
all their phone lines and opening and reading their mail, for some reason
they appear to have put out some misinformation and possibly some
fabricated information with regards Oswald's visits and communications
with those embassies.

Certainly we know the CIA were not wanting to tip their hand at the
technical means of their information gathering operations at the time.

We know from first source documents from the LBJ Library that 14 minutes
was erased from the tape recording of a conversation between J. Edgar
Hoover and LBJ the day after the assassination where Hoover briefs
LBJ.

We also know from a written transcript of that same recorded conversation
from the LBJ Library that Hoover tells LBJ in a segment that was erased :-

Hoover: No, that’s one angle that’s very confusing, for this reason—we have up here the tape and the photograph of the man who was at the Soviet embassy, using Oswald’s name. That picture and the tape do not correspond to this man’s voice, nor to his appearance. In other words, it appears that there is a second person who was at the Soviet embassy down there.

Like all aspects of the Lee Harvey Oswald case, even with the Mexico
City visit, it gets much, much more complex and layered.

Were some of the Oswald phone taps in Mexico City fabricated and if so,
why?

Consider, as one example for the interested, the fascinating
chapter surrounding Slivia Duran, a Mexican who was working at the
Cuban Embassy and who had tried to assist Oswald in getting a visa :-

When LBJ tells Senator Richard Russel that he will be serving on the
Warren Commission and Russel protests. Johnson replies :-
