I think that any royal procession would probably be treated much the same as any other parade. Much like Mardi Gras Drag Queens, Elves and Pixies on parade floats, etc... I don't know if there's a special law covering it (yet!) but a certain amount of leeway could be allowed.
And we can't have the cops arresting Santa Claus very time he gets driven round the neighbour can we? We use our big fire truck to cart Santa and an elf or two round the locality every Christmas, chucking bags of lollies at the kids. So far he's escaped the lockup.

But who knows when the long arm of the law may strike...
