Scott, if the seeing is bad you will not get good focus, so yes it would be both. Here's a pic I took last week with a 180mm mack cass @ 2800mm fl with a ZWO 120 mc. ( I've tried again a few times since but with the same results as yours) The 10" newt should get better resolution, so keep trying a good night will come sooner or later.
