Hi Scott,
It could be a bit of both but most likely the conditions. You did say that it was a bit breezy. There's a good chance that some turbulence (the wobbled edges) is at play and maybe even some very light cloud high up that couldn't be seen with the naked eye. Together these would really make it difficult to get or hold good focus. Unfortunately it doesn't take much to affect seeing especially in the bigger scopes like your reflector and if you're using it with high magnification any flaws in seeing will just be amplified.
