Almost any DSLR is good for kiddie pix. Most have settings for portrait ( soft skin focus etc ) in their menu's so that is the easy part.
Much as I love my SONY gear Canon has it with the tethering software ( BYEos ) for astro pix. 450D is an older camera @12 mp, I'd look at the 1200D or it's replacement the 1300D. They are both at the bottom end of the Canon range but have 18mp low noise sensors and good menus for everything else. I don't know what Aussie prices are like on them but I'm more than happy with my 1200D for Astro and it is quite capable of 'normal' pictures as well.
