Can you define "NBN VOIP phone"? As far as I knew if you were on FTTH the only NBN equipment is the NTU and associated battery setup if you have one. Any equipment beyond the NTU is not normally supplied by NBN, more likely your service provider.
Is the phone connected to the NTU on the phone (UNI-V) port or to your own router downstream of that?
