So it should be no surprise to see capital cities breaking record temps as this urbanisation continues unabated and with little thought given to natural and passive cooling.

Well, we are more or less on the same page.
with all due respect, however, I would be disinclined to attribute the lion's share of the global temperature anomaly to the heat island effect (which I agree is significant and of course, real) maybe I misinterpreted what you were getting at?
