Chris, I am not familiar with these focuses, but in many situations like this there are in fact two grub screws involved. The inner one locks onto the pinion and the outer one is designed to lock the inner one in place.
Have you tried removing the one you can see completely? It will then be obvious if there is a second one below it.
Worth a look.
