Perhaps try the Insurance Ombudsman or Consumer Affairs in your state (myabe I'm stating the already obvious beaten path!).

Best bet is to work with your insurance broker who normally helps in such situation as they normally do not want to lose out on a "good client" who they're supposed to be "looking after" anyway.
