You supposedly use this code to set up an account with password and then do the census, including your name and address.
( Old census had this data on the envelope the census was put in, not part of the census itself )

a) Whats to stop people just logging in via a VPN and trying any old set of nos till they get one?
b) Whats to stop me stealing someone elses letter and filling it out however i like ????
( Amazing how the annoying neighbour could become a "person of interest" )
ie The old census was actually picked up and signed off at the door, so they knew what addresses had or had not complied.
This new mechanism is just set up to be hacked.
