The answer to your first question is yes, but not running windows. See the PiAstroHub project on Cloudy nights.
You get Cartes du Ciel, guiding (linguider), plate solving, control of focuser, DSLR, CCD and a few other bits and bobs. You can connect to it wirelessly with a browser on your tablet, PC, etc.
