If you log into the modem you will find these stats and it will tell you the quality of your line to the exchange.
But from the sounds of it, its a congestion issue. You might need for the NBN to come, if it ever does...
I got the NBN a couple of months ago and im getting 94mbps down/38 up. I can watch my home CCTV from work at full quality. Neat stuff.
