Must be my night for posting. The condition the population of Pingelap suffer is complete achromatopsia, they have no working cones, this isn't what colour blindness is. There is a book by Oliver Sacks called "Island of the Color Blind", it's a good read if you're interested in vision and light. They see well in the dark, or maybe ok, because the only part of their eye working is the rods.
