They have a good reputation, and the price is actually pretty good compared to their normal price (and 1/2 the price of an equivalent Zambuto!).
A chip like this won't effect the image, although you might have to put a bit of black paint on it if you can see it from the front.
Speaking of which, I am surprised you can see the chip in the photo taken from the front in the e-bay ad: I would have thought you wouldn't be able to see through the coating. You can see what looks like a bit of reflection of the central alignment ring too: maybe it needs a new coating? Someone else might like to comment?
If you are worried, I wouldn't get it; you still have to build a scope, and there is no come-back from this sort of purchase...
