The dihydrogen monoxide thing is based on a high School student's science fair project that posed the question 'should it be banned for the reasons wriiten by other posters.
It was to illustrate science phobia and misunderstanding.
46 out of fifty people wanted it banned, this was in Little Rock high school , USA.
As written/ described in one of Neil Degrasse Tyson's books I read recently.
Next they will be trying to ban etoh!!
