I have a ZWO ASI120MC which ships with a 150-degree fish-eye lens, for less than US$300. It has the dynamic range to do both daytime and night-time live video or time lapse "almost-all-sky" imaging (down to about 15 degrees above the horizon). It gets its power from the laptop computer or similar which controls it via USB cable, and you would need to mount it in a weatherproof dome for a fixed installation.

A slightly dearer option is the Orion StarShoot All-In-One, which can be supplied with a true 180-degree lens and housing.
