If I had $700 and wanted a quad to attach a GoPro to it would have to be the DJI Phantom 1 or a Walkera x350, both of which come with a GoPro mount at that price (not a gimbaled one though). Of course a Phantom 2 would be a bit nicer but not at that price.
The DJI Inspire 1 looks awesome for a mid-range quad, my work has preordered one and I'm booked in for my CASA Remote Pilot Cert on it in a couple of weeks, can't wait!
It's alarming how many people break the rules, and even worse when they do it commercially without certification, and as Dean said it'll just take one nasty accident and CASA will crack down. I have heard that CASA do notice clips on YouTube of people flying RPAs where they shouldn't be!
