So now Cyber Men no longer need to get victims and strip them of their flesh and reprogram their minds? Instead, they just need to collect the thoughts of the newly dead.
Thus another preposterous episode.
Why not just collect the thoughts of one dead individual, reprogram the thoughts, and put them in a million or a billion Cybermen? Seems a lot simpler than this episode's elaborate set up, and it would achieve the exact same result.
