Power rates after carbon tax repeal

Has anybody noticed any significant drop in their power bill after the carbon tax was taken off? My rates haven't moved. Energy Australia raised them back in June by approx. 10%. Now I got my last bill covering July to September for the quarter. Rates are unchanged, same as last financial year. I did get a 'Carbon cost saving' of $4.02 for the period though. Same consumption as last bill. 10kWh. Confused. My understanding was drop both for electricity and gaz in the ball park of 8 to 10%.
