Yes it looks like an eyepiece adapter.
Perhaps it is a 1.25 inch adapter. (allows you to put a standard 1.25 inch eyepiece into a 2" focuser).
Some people (especially with skywatcher DOBS) don't realise they have to remove the 2" adapter, before putting the 1.25" adapter into the focuser tube.
Therefore, they can't bring it into focus.
That is, they cannot be used together.
