There's another aspect - runoff. In China engineers have adopted a porous road surface which allows water to drain through into the rock below in order to reduce surface runoff and flooding. It has had a huge effect as well by returning water to the soil for trees, lawns and gardens.

It has always struck me as quite stupid that on the driest continent we send runoff down the drain rather than use it.

High time councils started to do this, with solar collection, self illuminating markers and colours that reduce temperature...
