Yes, in SkySafari 4 Plus for Android (I'm not sure about the Basic version, or the iOS versions), you can customise the number and size of the FoV circles, and there is an option to "Show Even if Not Connected to Telescope" - if you check this option, you see the FoV and / or "Telrad" circles all the time in Sky View.
