If not, maybe you can follow this up with the council to see if anything can be done about changing the lights or re-directing. I also recall that all new street lights needs to be LEDs instead the old 1 kw variety.
We had a resident complain about light shining into her bedroom causing her to lose sleep etc, and the council successfully had the offending light removed.
So maybe there is some hope

residential lighting is different to street road classifiacation lighting, and i work for the offending council, and the person in question who is looking after this development has now received my official complaint. I requested cutoffs be fitted to ALL the lights. Unfortunately because of the classification of the road they won’t remove them.
