i use to have the same problems when i had adsl 2. The line has too much noise or too far away from your exchange. Try to get cable internet or nbn when it becomes available.If you are using a laptop and connecting by wireless the signal might not be strong enough. You could always buy a wireless extender. Make sure your modem/router is not near anything electrical such as,microwave,cordless phones,TV etc etc. I hope this helps and good luck.
