Definitely, as long as exposure is OK you can use quite high ISO, on all Nikon's later pro (photo-journalist/sports) full frame bodies.

The D4 is a generation past the D3s, although it didn't have a leap forward in high ISO capability, but now the D4s seems to have at least a stop advantage if not more.
