I use a diffuser filter on-site (not software, a piece of glass). I choose how much to apply it by waving it in front of the camera lens.

Could be from some thin cloud, or more likely added during processing to emphasise the the cross and pointers.

I've never found software will give a particularly good result at diffusing the stars because the colour is already lost by the time the RAW is captured.

Currently I work in a support role in an enterprise environment, supporting web applications and the like. Java, web app servers, databases and SQL etc. For 12 odd years prior I worked for an IBM Business Partner building web applications mainly or B2B & SMB based on Java/HTML/Javascript. That help?
