Did you store it in a dry environment (with silica gel or air con)?

It's unlikely to affect the views but if I were you I'd do something about it. If it was on the outside surface it's dead easy to clean off. I use Isopropyl alcohol and distilled water with lots of kleenex on my TOA - probably about once every year or two. There are a lot of articles around (Google) on how to clean refractor optics.

It's hard to say from the pictures but if it's on the inside surfaces, worst case, it could be mould spots. If so, you will need to return it to the factory for a clean.
