As Raymo said some won't need to, some will need to refocus.
There is another factor too - age. Youngsters should be able to focus over a wide range, but adults ability to focus will be quite limited. In your 40's your eyes pretty much lose their ability to focus and you may need laser surgery, contact lenses or specs to correct short/long sightedness.
If I'm on my own I'll take my specs off to observe (I'm quite long-sighted) but if there are others around I'll keep them on and focus the scope accordingly, which gets it pretty close for most.
