I don't have a problem with using mobiles on flights. I think if someone is talking too loud it is simply a matter of either raising this with the person or contact the steward and let them attend to the problem. Since it is an offence to ignore the directions of flight staff I would say much of the concerns shared here would be a non event once the stewards take control of noisy passengers. Besides who can hear anyone talking on a flight three rows away, most people are talking loudly anyway because of the engine noise. Bring it on I say.
Funny though how mobiles don't seem to interfere with the airplanes electronics afterall despite being told this for years on many, many flights.
