During visits to USA I experienced bus and train rides. Often, and just too often, people talking on phones. Er.. correction, YELLING on phones. These idiots believe that they need to yell. The entire bus or carriage passengers were included as listeners with no effort to hear the idiots.
On public transport ambient noise level is a little higher so the caller speaks louder. Its not necessary. It is annoying to other passengers. A solution would be what the Germans have done. Cut the noise generated in the cabin of the train or bus. People can communicate at whisper levels.
