Tble Mountain Cape Town: light polluting floodlighting ?

I found on a website that the Table Mountain in Cape Town (which is a National Park) is (fortunately occasionally) illumiated by floodlights.
Considering the size of the structure (nearly 1km high and a few km wide, much larger than any floodlit man-made structure), this requires gigantic amounts of light and energy. Probably parts of this light will reach the sky.

As electricity is remarkable cheap in SA (about $0.05-0.06 / kWh) this is indeed attractive for commercial parties. But, the Eskom (energy supplier of SA) will increase energy prices considerably so rates of lighting the Table Mountain will rise.
