Much like camera lenses, the more you pay the clearer the image and the better they are. However in real terms the cost of eyepieces has come down over the years and reasonable ones are relatively cheap these days.

The answer depends (amongst other considerations), on the size and focal length of the telescope you're using, as well as what you plan on looking at - eg planets, deep sky objects, etc. This is partly due to the fact that different eyepieces will provide different magnifications and different image brightness. The higher the magnification the dimmer the image.

Apart from decreasing overly bright objects like the moon, filters can also be used to emphasize different details in (usually) planets. They also have uses in astrophotography.
