Actually... yes.
US Department of Transportation makes it clear that any cancelled flight resulting in any person who are not residing in the departure city are entitled to accomodations, meals and "normal expenses" (this would include toiletries, transportation and reasonable incidentals).
The reason why you were on the tarmac for only 4 hours is because of the DoT penalty of $27500 per passenger for any plane sitting on the tarmac that fails to take-off.
