I have a Toshiba and have found it in the past, Yes it is for wireless networking providing addon support like radar and scanning features for wireless.

Yes I have removed it, and removed drivers for wireless, adding the drivers back from Toshiba site.

Yes I have blocked it - stopped services - and done a number of other things, all of which have no issues with the running machine.

Infact Most of my own laptops I create an image when new and install a fresh copy of win 7 without all the extra rubbish companies put on.

I work on corporate systems and we do the same for a lot of business machines, more trouble for setting up but in the long run no rubbish to contend with.

With all software, it will react differently on different machines, but I would do a system restore point, remove it and test. You can then restore to that point if you have major issues.
