Snake Valley is 20 mins past Ballarat if that isn't too far. They are having a club night this Friday (see here http://www.iceinspace.com.au/forum/showthread.php?t=85234 ) or come to one of their camps a couple of times a year.

If you mean Portsea on the Mornington Peninsula, then there's also MPAS (http://www.mpas.asn.au/) (Mornington Peninsula Astronomical Society) at the Briars in Mt Martha.

+1 for heading out to SV camps. I know the drive is longer than driving to Portsea, but it's definitely worth it for 4 nights of amazing skies, and let's face it, 4 hours total driving for four nights of fabulous is worth it (and more time and fuel economical than 8 x 40 minute trips!)

Keep an eye out for the March camp :D

You don't have to join the SVAA to come to their camps or club nights. Membership gives you access to the observing site, but all are welcome at their events.
