Turning a Phto into a poster?

Hi,

I would love to put a black border aroung the outside of my lovejoy photo but between the actual photo and the black border have a white section surrounding the photo. I managed to do this while mucking around on powerpoint but is there free software that you can do this on or can it be done in photoshop as I can't work out how to do it.

I use Paint Shop Pro to put borders around my images.
Too easy.

This works in GIMP so no reason it would not work in Photoshop.

Expand canvas by some even number of pixels, centering the current image.

Ensure background colour is white and flatten image.

Expand canvas by some even number of pixels, centering the current image.

Ensure background colour is black and flatten image.

Draw a selection (marquee) around where you wish the white border to go.

Edit > Stroke.

Select the number of pixel width and click OK.
