Establishing an Astronomical Observatory for the Hunter

I'm being bold here, but does this idea seem impossible to everyone or is there light at the end of the tunnel?
I found this site today and thought how unique and nostalgic a base to begin with and still seems like even with such intriguing history the establishment of an Astronomical Observatory is a very long process.

Ok no-takers....
With talk of establishing observatories in the near future on the Moon no less, maybe even Mars, foresight just dictates that every scientific facility available will be vying for a piece of the action, am I wrong?
