I don't know how you can be "sure this has happened before", especially when it didn't even happen this time either.

The Judge would have been having a bit of a tongue-in-cheek dig at the Orthodoxy and their belief in the stoning for law-breakers.

But, the Talmud specifically instructs Jews not to cause pain to animals.
Also, Judaism does not believe in reincarnation, except for the few in the Kabballah sect.
