Have to submit my application by 11.30pm this evening for a government IT position yet I am completely stuck on this criteria and would really appreciate any sort of answer, help or guide asap so I can submit in a few hours!

I think it is saying someone asked to for a favor but you took the high moral ground - its either that or give an example o how you screwed someone over without them knowing for a promotion :P

When an organization has policies and procedures that employees work with to meet regulations and standards, if someone were to pressure you to “short cut” the system to e.g. install non-standard software or short cut the help desk system, if you caved in to their demands, then you are placing personal (short term) interests above (long term) organizational health and compliance.
You are contracted to the organization to deliver a service, not an individual who asks you to do a favour requesting you bypass the formal system, perhaps putting the company systems at risk.

it seems to me to be simply asking for an example of when you may have gone above and beyond to help a specific client in an ethical, enthusiastic and consciencious manner. With a positive outcome !
Just my impression - hope it's in time to be of any use to you.
