Cheapest legal copy you're going to get is an OEM version at around $240.
Normally only sold with hard (CPU/motherboard or similar) but some suppliers will relax this requirement.

Check Ebay, there are some sellers clearing OEM copies. There are a couple of stores offering OEM copies for $115, I doubt that they would be fakes as it would be too easy for Microsoft to track them down being Australian dealers.
