I can not view attachments. I am testing what happens when I post an image

Make sure you have Show images ticked, under Edit Options in Control panel.

Your image has come up for me. As John has suggested, check under your User CP>Edit Options>Thread Display Options that you have "Show Images (including attached images and images in [IMG] code)" ticked. Then save options.
