I know what you mean. However the original ABC story, which I can no longer find, made it clear that it was a couple of outer planet probes that got bumped to find the money for the Venus missions. And call me cynical but I think there is a distinct whiff of phosphine in this decision.

In a way I think it is a smart decision on NASA part. Probing the outer planets presents much more challenges and Venus will provide challenges not encountered with the Mars missions and be closer to home. Once Venus mission has been conquered NASA will be in a better position to venture further out. You have to admit that the New Horizons mission was in part a big gamble, one that paid of big.
