I ripped this image from the internet, I don't tell where.

Can one determine
* which part of the sky this is
* which (approximate) geolocation it is taken ?

Assuming it is recent, could be somewhere around Jupiter or Venus (brightest object on image)?
After determiing this detail, the location (latitude-wise) will be easier....
I am trying platesolver (astrobin) now...

OK, it says:
Resolution: 989x395
Astrometry.net job: 2818257 (http://nova.astrometry.net/status/2818257)
RA center: 118.425 degrees (118.425° is equivalent to 7h 53m 41.9s.)
DEC center: -12.003 degrees
Pixel scale: 177.473 arcsec/pixel
Orientation: 177.198 degrees
Field radius: 26.250 degrees
Data source: Traveller

I think it is not from SP, the horizon on photo is not parallel to celestial equator (see screen shot from CdC, settings for Melbourne).

OP's shot might not be from a webcam though

You may be right... I did not orient the CdC chart properly.
