Things become clearer when looking at the shape of the heliosphere, but it does illustrate the difficulty in defining where the solar system actually ends. Oort Cloud comes to mind.

So here's an object might spend part of its orbit outside the heliosphere.

So a ground based facility there could be a permanent part-time interstellar research station, how cool is that :P
